The Malaysia International Scholarship (MIS) is a program by the Malaysian government that aims to attract talented individuals from around the world to study for their postgraduate degrees in Malaysia. This scholarship supports Malaysia’s goal of becoming a global leader in education by bringing in and keeping talented people from other countries.

International graduates with strong academic records and extracurricular involvement can apply for this scholarship to continue their studies at top Malaysian universities and higher education institutions. Scholarship recipients will also experience Malaysia’s warm hospitality and receive a high-quality education.

Malaysian Government Masters Scholarship

The fully funded Malaysian Government Master’s Scholarship application ends on June 30, 2025. Both males and females qualify to benefit from this award to study in Malaysia. 

Benefits and Stipends of Malaysia International Postgraduate Scholarship

  • Tuition fees for the entire sponsorship period will be paid directly to the university upon the issuance of an invoice to MOHE by the university.
  •  A monthly living allowance of RM 1,500.00 per month will be paid to the scholars every semester upon the submission of the scholars’ progress report to MOHE.

What Qualifies You as a Strong Applicant?

Graduates from the recipient countries of MIS 2025 who:

  • Are citizens from the recipient countries of MIS 2025.
  • Intend to pursue full-time postgraduate studies (Master’s/PhD) in Malaysia or are currently pursuing full-time postgraduate studies in Malaysian public universities and selected private higher education institutions with a minimum of two (2) semesters remaining before the end of the study period.
  • Is not more than 40 years old at the time of application for a Master’s degree.
  • Is not more than 45 years old at the time of application for the PhD level.
  • Possess good academic qualifications: i. Master’s applicants: obtained a CGPA of 3.00 / 2nd Class Upper (Honours) or higher at the bachelor’s degree level; ii. PhD applicants: obtained a CGPA of 3.00 / excellent results at the Master’s level in courses related to the intended PhD study program.
  • Good proficiency in the English Language

Selection Process

Applications will be considered according to the following selection criteria:

  • Outstanding academic and co-curricular achievement.
  • The quality of the research proposal and its potential contribution towards the advancement of technology and human well-being, with a preference for Malaysia-related research topics.
  • Excellent communication, writing, and reading skills in the English language.

Application Documents

A certified copy of the passport as evidence of nationality (with a minimum validity of 6 months);

A certified copy of the academic transcript(s): Transcripts of undergraduate studies (together with the master’s degree transcript for PhD applicants)

Reflect the record of all the courses taken throughout the previous study programme(s), and must be submitted together with a certified official document issued by the applicant’s alma mater describing the institution’s grade system

A certified copy of English Proficiency test result (IELTS / TOEFL) or an official letter from the previous institution declaring English as the medium of instruction used for the obtained degree(s)

Letter of Recommendation from two (2) referees

Admission letter to a Malaysian university (if applicants are currently undertaking postgraduate studies or if applicants have secured admission to the university)

Curriculum Vitae; and vii. Research Proposal for Master’s by Research and PhD applicants only.
