According to a research on corruption and bribery in Ghana, public officials received more than 17.4 million bribes in 2021.

The first nationwide survey, “Corruption in Ghana – people’s experiences and perceptions,” was put together by the Commission on Human Rights and Administrative Justice with assistance from the UN Office of Drugs and Crime in collaboration with the Ghana Statistical Service.

According to the research, 24.9% of all survey participants who had at least one meeting with a public official in the 12 months before the poll in 2021 paid or were asked to pay at least one bribe during the same period.

The report revealed that the incidence of bribery among health workers other than doctors, nurses, and midwives is among the lowest, at 3.3%, and among elected government representatives, at 2.9%.

However, it turns out that bribery is most prevalent among police officers (53.2%), followed by officers of the Ghana Immigration Service (37.3%), and then customs officials of the Ghana Revenue Authority (GRA) (33.6 percent).

The overall prevalence of bribery is not the average of the prevalence of bribery (rate) by kind of public official, because it includes all individuals who had at least one encounter with any type of public official and were asked for a bribe, including those who refused to pay it.

According to the CHRAJ and the Ghana Statistical Service, the following ten public officials take most bribes:

  1. Police Service (53.2%)
  2. Ghana Immigration Service (37.4%)
  3. GRA Customs Service (33.6%)

  4. Lands Commission (32.4%)

  5. Driver and Vehicle Licensing Authority (29.5%)

  6. Passport Agency (29.0%)

  7. Judicial Service (22.3%)

  8. National Intelligence Bureau (21.2%)

  9. National Road Safety Authority (17.8%)

  10. Prisons Service (17.0%)
